GTA police bust organized insurance fraud scheme network

Authorities in the Greater Toronto Area report they have dismantled a criminal network responsible for insurance fraud schemes tied to the region’s towing industry.

The investigation, known as Project Outsource, targeted intentionally staged vehicle collisions and related crimes aimed at defrauding insurance companies and asserting control over segments of the towing sector.

According to Peel Regional Police Chief Nishan Duraiappah, the investigation began in July 2024 and revealed what police describe as a coordinated scheme involving individuals linked to several towing companies. These individuals allegedly orchestrated staged crashes to submit inflated insurance claims, followed by fraudulent repair invoices and exaggerated service charges.

Beyond financial wrongdoing, the group is also accused of employing intimidation tactics—including threats, physical assaults, and firearms—to dominate the towing industry. Police allege these tactics were used to control collision scenes and secure towing contracts, often undermining competitors and insurers.

A total of 18 people have been arrested—17 men from Brampton and one woman from King City—and face 97 charges ranging from fraud and conspiracy to extortion and firearms offences. Investigators say the takedown represents a major step in combating organized criminal activity impacting both the insurance sector and public safety.

During the investigation, police seized 18 tow trucks, five stolen vehicles, four personal vehicles, six firearms, hundreds of rounds of ammunition, and two bulletproof vests.

Officials note that this type of fraud contributes to rising insurance claims costs, which may ultimately affect premiums for consumers.

Police continue to collaborate with industry partners and regulatory bodies to assess the full extent of the fraud and its implications for insurers and policyholders.
